I have 50 eula.txt files on my boot drive, including one in C:\Windows\system32. If I change to the root of C: and enter start eula.txt notepad opens with C:\Windows\system32\eula.txt in it.

What happens if you change to the directory that contains eula.txt and enter start eula.txt?
