Users cannot write to c:

We have a number of XP Pro (SP2) machines. Each machine has been restored from a Ghost image. When the are started for the first time the machines are added to our domain. All domain users are part of the users group of the machines. However they cannot write to the C:, except for their area in the "Documents and Settings" folder. I cannot see a policy for this under "User Rights Assignment" in gpedit.msc. Is there are setting we need to change to allow users to write to the c:? Thanks, Ben.
