Sorry, but these appear to work on my PC too. If I create C:\a\eula.txt and move
to C:\, then "start eula.txt" opens C:\Windows\system32\eula.txt (as Rich had) which
is in the default path. However, "start C:\a\eula.txt" opens C:\a\eula.txt. And "start
eula.txt" (from c:\a) opens C:\a\eula.txt.
You appear to be doing everything correctly. Have you tried this in safe mode to
eliminate any third party application interference?
The only other (possible) problem I would point out is that, on my PC, "cmd /?" gives
the information that "for compatibility reasons, /X is the same as /E:ON". I would
go ahead and try the /E:ON switch (rather than /x).
TS tip: The greater than symbol (>) will re-direct screen output to the file specified
after it, such that "start /? > C:\eula.txt" will create the file C:\eula.txt containing
all output normally sent to the screen. You can then format and print the help for
reference as you work.
Other stuff that (probably) will not work:
--Make sure you are logged on as an admin.
--Create a new user to test the integrity of your account.
