If the problem is happening during POST (Power On Self Test), then of course what
you have done so far isn't going to work. Without another ROM to switch out for
a test, simply disconnect them from both power and data cables (also make sure they
are jumpered correctly as this can cause the same issue), disable the channel (or
set the two positions as Not Installed) in the BIOS and try it again. Check all
other BIOS settings as well while you are in there but don't change what you might
not understand.
If it boots normally now, you have a drive issue. If it doesn't, you have other
hardware issues, and it could possibly end up to be the motherboard, but you need
to check the simple possibilities first.
