If you have a floppy drive, disconnect that. Try with only one HDD connected. Some
hard drives have jumper settings for Master with no Slave present, and Master with
Slave present (older Western Digitals for instance).. Not jumpered correctly can
have the same effect IME. If you tried another HDD and everything was jumpered correctly,
then it sounds like you have some motherboard or BIOS setup issues, or possibly other
bad hardware, such as other cards/video adaptor or memory issues directly connected
to the motherboard.
