I just downloaded it (Winsockxpfix.exe) and it's 1,412KB in size. I double clicked on it and it started correctly, got a small window titled VB_WinFix 1.2. Has to be a problem on your computer. Can you run other .exe programs. For instance, can you start notepad or wordpad?
