Narrator has laryngitis

I was used to using the Narrator TTS feature ("Microsoft Sam") on XP. Recently, however, I had to replace my hard drive and at that point I reinstalled XP along with the full downloaded SP-2. Now I can't get Sam. When I open Narrator, it does not respond and remains silent. I have other TTS software and speech engines installed on this drive, and they all appear (and sound) to work normally. I went through all the troubleshooting options in the XP "sounds" system and couldn't find anything wrong. But Narrator is still silent. Anyone have a cure for laryngitis?
