Insert your XP install CD into the Rom, and Boot From it, It will look for the Hard Drive like it is starting to Install XP. If it doesn't find the Hard Drive, then it may have died. Just a Guess, but at that point you would need to find some who knows how to fix the Hardware.

If the Install CD finds the old Windows Install, then the Drive may still be good, and I guess I would just suggest you try a Repair Install of XP, and see if that fixes the Booting problem.
