In the registry check your policies. On my PC it was HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer\NoFileURL. I deleted that one and another leaving only 'CDRAutoRun' and 'NoDriveTypeAutoRun' which are installed by Windows.
