If you have Windows XP, then my following post might not work. In that case, I did this and it worked fine...

1. Download TweakUI v1.33 (the old version) from annoyances.org/exec/show/tweakui and follow the instructions given there to install it.
2. Go to Control Panel -> Tweak UI -> Repair
3. Select "Repair hotkeys" from the menu, then use the "Repair Now" button.
4. Reboot.

This fixed it for me!
