System Unable to Start

This is a question for my stepfather who can't get his machine to start up.

He's running Windows XP and I'm not eactly sure what his components are but I know 
he's got a decent CPU/RAM/harddrive and video card as he can play Doom 3 and I can't

Anyway, he was playing Tiger Woods 07, then went to flip the breaker to put the Christmas 
lights on and accidently flipped the breaker that feed juice to his computer.

He turned the computer back on and  got a screen telling him the machine was impropertly 
turned off and giving him five options, those being:

1. Safe Mode
2. Safe Mode with Networking
3. Safe Mode with Command Prompt
4. Last Known Good Configuration
5. Start Windows Normally

He said he tried option 5, and nothing, then tried option 4 and nothing.  I later 
tried all options starting with Safe Mode and nothing.

Of note, when you select option 4 or 5, he gets the Windows boot up screen, then 
a blue screen, which is too quick for my eye to see what it says, then the machine 
reboots.

He's not connected to the internet and hasn't installed anything new recently.  He 
has a scanner/printer and a external harddrive plugged in.  I disconected the scanner/printer 
and external harddrive and he got the same error message.

Anyone with any suggestions?  

Any help would be greatly appreciated.
