As I'm sure you know, STOP errors are hardware problems.

The common occurrence with this issue is CD Rom access. Your system blue screens 
while booting and does the same while running the Windows CD. Windows tests all peripherals 
while booting, including the CD drive. 

Try disconnecting the drive and booting from your hard drive. 

Also, while you have the case open, make sure all the cooling fans are operational 
and clean, especially the fan on the processor. If cooling is the issue, the processor 
would overheat within the first minute or two after activating a machine. It shuts 
down because of a heat sensor located near the processor to protect the chip from 
being destroyed by overheating.

If neither of these suggestions help, you may have a bad drive controller on the 
motherboard. Is your warranty still in effect?
