The Device Manager disappeared on my machine after installing SP2. This is a problem
with file "fixccs.exe" in the install pack. Execution of this file creates garbage
in the registry under HKLM\System\CurrentControlSet\ENUM which disables the Device
Manager view.
Microsoft has a hotfix which will correct the registry problem.

Go to Microsoft at this link
http://go.microsoft.com/?linkid=6294451
and request the fix be emailed to you. They will send you a self-extracting exe file.
Run this file. It will extract another self-extracting file "WindowsXP-KB914450-v2-x86-ENU.exe".
Run this file to extract the new "fixcss.exe". Run "fixcss.exe" to repair the registry.
Make sure that all of your spy protection software is disabled before running the
fix.
