Hi, well, my reply may be a few years late. I encountered a similar problem this 
week when I tried to associate jpg and gif files with Photoshop CS3, having installed 
it and uninstalling Photoshop CS2. The only way for me to edit these files in Photoshop 
is by opening it from Photoshop. Open with.../Browse does not open Photoshop CS3 
at all!
Also it's not in the Open with... list.

I tried both methods of editing the regedit and folder options as discussed here. 
Both didn't seem to work!

I am using Windows XP.

Finally, it is now solved, similar to changing in folder options but with a different 
step:
1. In the Folder's menu go to Tools/Folder Options...
2. File Types tab
3. Choose the file extension (ie, jpe, jpeg, jpg)
4. Click on "Advanced" OR "Restore" then "Advanced"
5. In Actions, choose "open", click on "edit"
6. Click on "Browse" to choose the programme you want to open with.
7. Click "Ok", "Ok" then "Close"

Using this method, even if you want to revert back to using the default Windows Photo 
and Fax Viewer (by just "Delete"-ing the file extension in file types), the option 
of using your program (Photoshop) will now be in the Open With... list.
