There is no such thing as a 'best' programming language
The choice will depend on what it is to be used for.
Whether it is simple or not will depend on your level of 
expertise.

In any case, before anybody here can give you any sort 
of sensible practical answer,  you need to be much more
specific about what you want to program -- the OS,
applications, or whatever.

You might just find someone here to help once we know 
what you want to do, but this is really off-topic and you 
would do better to find a progamming forum 
appropriate to your particular needs.
