Keyboard - mute/volume controls LOST

I have an older Dell keyboard.  It has a knob for controlling volume and has some 
buttons for MUTE, stop, skip, etc

The Mute function disappeared a while ago but the Volume knob worked until recently. 
 

I attributed this to the keyboard getting older but missed the Volume control function 
being so accessible.

I will note that when I press the Mute button or turn the knob, the smaller Volume 
Control slider shows up near the tasktray????

So I went out and purchased a new MS keyboard that has buttons to control those functions.

Well, I installed the software/drivers and it changed the appearance of the slider 
window's slider and it popped up when I pressed the Mute or Vol up/down buttons BUT 
it again did not control the volume or mute the sound.  The volume slider window 
shows up but the volume does not show going up or down - the slider shows up but 
does not react other than that.

So I am left with something else being amiss.  I don't know if it is some software 
or codec or even the soundcard itself that is missing functioning.  Other music or 
video playing sofware as well as the Tasktray controller (both the little speaker 
and the full Propperties windows) allow me to still control volume so it is the keyboard 
aspect of control which is solely lost.

Any ideas?
