It can also mean that some other program is using that file, so try closing whatever program you think may be using it. Programs that didn't close properly will also make the file impossible to delete, if you know what you're doing, try finding/closing it via Task Manager (ctrl-alt-delete) tab "Processes".

Shared files (network) are the same way. If it's in use by another computer, that computer needs to let it go before it can be deleted.

Finally, if a terminal window is accessing a directory, that directory cannot be deleted.
