No Internet options

Windows XP Annoyances Discussion Forum

Windows XP, Sp 3.v.3264, Firefox 2.0.0.12
I didn't know where to go with this one.
I can't access [Internet Options] in Control panel
unless I run [sfc /scannow]
when I do run it I'm then unable to run [Windows update]
