Not only does this work for my list of annoying programs (Skype, iTunes) but it answers the accusation in the original post. Evidently, there really isn't a serious problem with Windows Installer. The problem is in the creation of shortcuts (of course, I suppose it could be Windows Installer that is creating those shortcuts). I'm on Vista using Office 2007.
