Windows Installer fails to work

I think something is wrong with my Windows Installer 3.1 files, I just bought a copy 
of Kaspersky but upon clicking the .exe it says,

"The Windows Installer Service could not be accessed. This can occur if you are running 
Windows in safe mode, or if the Windows Installer is not correctly installed. Contact 
support.."

1. I went to Control Panel remove programs and removed Windows Installer, reboot 
then used Microsoft Update to reinstall Installer 3.1, reboot..

But the problem persists, is there a proper way to remove and reinstall Windows Installer?
