Not having java installed is certainly a possibility.

All that this does is PERMIT the website to utilize the various "dangerous" facilities 
offered by the browser (scripting, java, activex, etc.) assuming you have the facilities 
installed in the first place.  If your dad has not installed whatever's needed to 
run the craplets on the website, then of course they won't run no matter how he sets 
his security.
