Can't add icons to bottom part of screen...

I was downloading some video. Accidently got all kinds of spyware. Computer almost crashed down. I used SpyBot to clean up the mess. It seemed to restore computer. However, now I cannot add programs to the little bar on bottom of screen (forgot what it's called). In the past, I was able to just drag and drop icons (like the Internet Explorer icon) and they would stay. Another problem is that my background disappeared and when I go int background properties, the tools to set background are somehow locked. I don't think I'm totally out of the woods with what ever spyware or virus I downloaded. Any suggetions?
