Background function locked...

In Display Properties/Desktop/Background- the background setting is locked. In other
words, I cannot manually change to the different backgrounds. It's locked, will
not even scroll up or down to the various backgrounds I have stored on the computer.
The color tab/button does work, however. Any ideas on how I can resolve this?
