I've read back on this thread and have tried just about every one of the above fixes, 
with the exception of deleting registry entries or program files.

This seems to have started after I updated a version of a spec program (speclink) 
which I'm pretty sure is an access based program.  

I can't uninstall office 2003 and I can't reinstall 2003.

Can anyone please help?
