To disable the task manager:

Copy the text below into notepad
Save it as notm.reg

Save it as file type "all files"
Double click on it and allow it to merge into the registry

REGEDIT4

[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\policies\system]
"DisableTaskMgr"=dword:00000001
[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\System]
"DisableTaskMgr"=dword:00000001

To enable the task manager...use this reg file:

REGEDIT4

[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\policies\system]
"DisableTaskMgr"=-
[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\System]
"DisableTaskMgr"=-
