That's actually DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.0 Transitional//EN"

Talk to the person who sent you the E-mail. It shouldn't be anything on your end.

A Google search for the above gets lots of hits which will help explain what that line is and how/why it's used, but basically it's part of the coding of almost every HTML (Web) page you see.
