can't launch anything, HD seems 100%

Hi - system so busy on initial launch that I can't even get task mgr to come up;
I did a hard power off & on and eventhough the desktop displays, I can't launch anything.
Even tried waiting it out... can't get resources to free up. HD light is a constant
"on." Thanks for any ideas!
