CD writer will not recognize blank cd's.

My cd writer will not recognize blank cd's. I did my research online and came to
the conclusion that my the writing lazer in my cd writer burned out. I then purchased
a new internal dvd/cd writer to replace it: BUSLink DVRW28r . I continue with the
exact same problems.
This all started when I downloaded a various DVD burning programs, but did not like
any. I then deleted them all and now all of a sudden my cd reader (E:/) and burner
do not work correctly. Before when I would put a cd in the drive, a window would
pop up with either all the files on the cd and its memory capacity, or Windows Media
Player would pop open and play the cd music.
Now Windows Media Player does not pop open automatically but when I open the cd manually,
it does work.
When I insert a blank cd, it pops nothing open and when I try to open it manually,
it says:
E:\ is not accessible. Incorrect function.
When i insert a cd which has a video on it, it says: "Error downloading codec."
and plays the audio but no video.
I really need any help I can get. I dont know what to do!
