Oh my! We have a winner! You nailed it fare and square Aaron! Yes, for me the culprit
is a freshly installed Logitech Setpoint 4.40 mouse/pointer management software which
did exactly what you described and caused no end to frustration. So, to recap for
all concerned, to turn off this nasty setting no matter which darn software turned
it on behind your back go to Control Panel->Mouse->Hardware tab then select the mouse
listed there and click on properties. When the properties window opens go to the
'Power Management' tab and uncheck 'Allow this device to bring the comp out of standby'.
That should do it, and fans should become silent once again.
P.S. For all you tech-savvy you can get in a few steps less to the 'Power Management'
tab if you know how to locate your mouse in the device manager.
