If you are using 1 TB as a single drive, then the sheer size of the partition may 
be causing the hiccup. You pressing the restart button may have nothing to do with 
the pause as xp "rests it's eyes".
Also, a surface scan of 1 TB may take days! Kidding, but that will be a super long 
test. I do recommend at least two for all new HD's however; Once after a new install 
(or clone) and again after all apps are loaded. That's a total of 3 passes, once 
at the manufacturer and two with your personal OS.
You might want to run another surface scan in 6 months to a year, but after that 
only do it as necessary.
Checking the file system -- chkdsk c: /f -- should be done regularly. Once a week 
on a business pc, maybe every two months on a personal machine.
