NT Authority shutdown message-corrupted file or malware?

I'm helping a Senior couple with a problem that came up about 10 days ago.
The following message came up and shutting down PC when connected to DSL broadband.
1) obviously connected a online issue, only occurs in full windows mode with dsl
cable connected. shuts down after 60 second countdown
2) Does not occur when DSL cable disconnected in full windows mode. normal windows
operation.
3) When in Safe mode, able to get online without error mesage occuring and shutting
down.
4) eradicated malware and spyware infestation through several different programs
including Counterspy and hard drive through separate
scanning passses in 2 different other machines (still suspect there is more though).
5) message similar to characteristic of Blaster worm, tried M/S blaster fix &
Symantec blaster worm but informed by program Blaster wasn't found.
6) considering Clean re-install of OS as last option, but unsure right now
if a corrupted file is the problem..
error message as follows:
"This system is shutting down. Please save all work in progress.
This shutdown was initiated by NT AUTHORITY\system
C:/Windows/system32/services.exe terminated unexpectedly with status code -2147483645.
The system will now shutdown and restart.
(followed by countdown timer)
This is real stumper,
