PC is connecting to neighbor's wireless network, and conflicting with a device on
the neighbor's network?
Or: Do you also have either of your devices connecting by wire to your network, in
addition to wirelessly?
Possible a hacker kid next door is connecting to your network (WEP is easily cracked),
and when they connect they get a DHCP address which is conflicting with your static
addresses?
Is DHCP turned off on your router (since you apparently don't need it -- you've assigned
static addresses to both your computers).... or do you have other things connecting
to your network that you haven't told us about?
