We had a report of this symptom here a few weeks ago and didn't get to the bottom of it. What we found was that it did this on all user accounts both in Normal and in Safe mode (!) and couldn't take it much further than that. I suspected that malware was at work and would speculate that it has hijacked the logon process in some fashion, probably modifying registry entries for shell/logonui/userinit and/or replacing a .exe file associated with logon. You will need a BartPE boot CD to get any further with this as there is no way into the system otherwise to investigate. Very irritating! Hope this helps. Cheers. Spexx.
