msconfig is a perfect program, that you already have for diagnosing this problem.
click 'start' -> 'run' -> type 'msconfig' -> press 'ENTER'
Now, click the 'services' tab, check "hide all microsoft services," and click 'disable
all.' Now, click the 'startup' tab, click 'disable all,' and click 'OK.' Now reboot
when prompted. This will disable all startup items and services not Windows related.
Chances are you will completely eliminate your problem.
However, now, you must go back into msconfig, and slowly turn on services and startup
items and reboot, to test which program is actually causing the problem. It can
be time consuming, but is a fairly straight forward process of elimination.
Usually, when using this method, I will disable everything as my instructions have
stated. Then, once verifying the problem has been fixed, I will go in and turn on
ALL services, but NO startup items. See if the problem returns, if it does not,
I then turn on all necessary startup items that are well recognized, like anti-virus
software. Then I see if the problem comes back. Anyways, you get the picture.
Its easy to start narrowing the problem down to a specific program.
One thing is for sure, you will not find any "NetscapeDispatch.." anything in your
registry or file system as you have already stated. Its because the name of the
file or service is not "NetscapeDispatch...," however, the program that is running
has this name programmed into it somewhere, and that is the name you are seeing.
