Same problem in 2008 - greyed-out dial-up - in new Panasonic Toughbook W7 after installation of XPPro SP2 (Vista downgrade). Needed 2 fixes: 1. Run, services.msc, scroll to and highlight Telephony, Action, Properties, Start-Up Type - change from Manual to Automatic 2. SAME, but this time for Remote Access Connection Manager, which was set to Disabled! NO NEED TO CHANGE REGISTRY SETTINGS. Good luck everyone.
