Slow Startup & bugged User Accounts

Hi, I just partitioned a 2nd hard drive this morning which may have or have not affected my computer - but afterwards, I noticed many system files seemed missing, microsoft-related programs like IE and WMP, even services.msc doesn't load. Also windows users manager shows blank, and taskbar doesn't show open windows. I reinstall repaired the OS with a Windows XP(SP3) CD, but I still have very abnormally slow windows startup (predominantly BEFRORE it shows user accounts for logging in). User accounts seem bugged, as it always resets to some password when I try removing passwords from limited accounts. Also, every bootup allows me to log into ONLY one user, because upon subsequent switching, it does not recognize the passwords! and I have to reboot to log in again. I've scanned with Spybot and Malwarebytes, found nothing. I think some XP files are corrupted still, but I don't know... It might be my winlogon.exe is screwed up too? Slow startup is getting on my nerves. I appreciate any help!
