Automatic Updates Problem

I just got a new pc and I have a security alert saying that automatic updates are 
not enabled. 

When I press 'turn on automatic updates' it says it can't be changed and that I should 
go to 'system' in the control panel and turn it on there, but I just get the same 
message saying it cant be changed.

I have also tried turning it on in the 'services' window, setting the startup type 
as automatic, but it just seems to be permanently disables.

anyone have any ideas?
