I know this is an ancient thread but some Windows issues never get old. I've read
all the threads I could find to resolve exactly this problem. Bob's solution was
the simplest. I simply pointed the pagefile to c:\windows rather than C: and it
was able to create and all is good. Bob did not mention that he had created a folder
at c:\p, but I guess that is obvious. It appears that you can direct the pagefile
anywhere as long as it is a valid folder and system has full control.
