High CPU by system process freezes system

Periodically, the system Freezes for a short period. Even the mouse wont move
Taskmgr reports system process taking close to 100% (NOT the system idle process)
A more careful look at processor usage shows that about every minute there are 3
consecutive spikes of system usage over 90% Each spike lasts for about 5 seconds.
I've tried looking at what is going on with Process Explorer but its hard because
the screen does not update while processor utilisation is so high. As far as I can
tell, the threads running at the top of the list during the peaks are
ntoskrnl+0xd196
ntoskrnl+0x1ca2fa
TmXPFlt.sys+ 1ca2fa
NDIS.sys+0x6b85
Rest of the time it mostly shows many instances of TmXPFlt.sys+0b558
DPCs and Interrupts tend to be < 5%
Pc-Cillin, a-squared and spybot have failed to identify any viruses or malware
Neuber's Security Task manager fails to show anything unusual
If I look at Tskinfo to see if anything unusual is happening during the peaks (again,
its hard because taskinfo tends to freeze)
There is no mathcing peak or other significant change in file activity, memory usage;
swap file activity or anything else I can see
CPU queue goes up from average of 4 or 5 to 40 or 50 so there is presumably some
high priority process that is hogging the CPU
Anyone got any idea as to what is going on and how I can stop it?
