Narrator keeps popping up at Startup

I wanted to reply to the thread: "re: Narrator keeps pop up" but it was closed.
This Narrator and Magnifier suddenly appeared and continued to appear every reboot.
Finally I found the above thread which said to Press the WINDOWS button + U to open
the Utility Manager. Remove the check mark from "Start automatically when Utility
Manager Starts". This was great to find this to say the least. I had already tried
so many things. But unfortunately it didn't work for me.
The only thing that worked for me was:
Start
Help & Support
Undo changes to your computer with System Restore
Restore my computer to an earlier time
(and thankfully I have been making lots of Restore Points because of the problems
I am having).
That worked.
This is what happened to me with the other that didn't work:
Press WINDOWS button + U to open Utility Manager
Remove check mark from "Start automatically when Utility Manager Starts"
OK
(or sometimes it was highlight "Narrator is running" and click Stop)
Then I reboot.
I get this screen when it reboots:
System Configureation Utility screen pops up
"You have used the System Configuration Utility to make changes to the way Windows
starts.
'The System Configuration Utility is currently in Diagnostic or Selective Startup
mode, causing this message to be displayed and the utility to run every time Windows
starts.
'Choose the Normal Startup mode on the General tab to start Windows normally and
undo the changes you made using the System Configuration Utility."
Click OK
System Configuration Utility pops up
I check Normal Startup instead of the Selective Startup I had.
I click Startup tab.
I uncheck Narrator.
I click Apply
I click Close
I click Restart
It reboots and puts me back into the continuous loop where the System Configuration
Utility pops up and says "You have used the System Configuration Utility to make
changes.......
What a nightmare. If anyone can tell me what to do different when confronted with
this screen, please tell me. Thank God for System Restore! Or dare I say thank
Microsoft.
