Most folks I found with the same problem were solved with the first two steps:
1. Click Start, click Run, and then type CMD. 
2. At the prompt, type REGSVR32 APPWIZ.CPL. 

If you must go through step 5, be sure to read everything before beginning. I *think* 
that "upgrade" refers to "repair" on the xp cd. I would "try to fix this issue without 
upgrading" (just below 5-c) first.
