If you downloaded the German version of iTunes, it'll be in the German language. 
 If  apple.com thinks you're in Germany when you connect to it to download iTunes, 
based on your IP address, it'll give you the German version of iTunes.   If apple.com 
thinks you're in Germany and you're not, it might be because you're using a proxy 
that's located in Germany (perhaps TOR?) to access the internet.... in that case, 
turn off the proxy temporarily so you can download the version of iTUnes intended 
for your actual locality.
