Any infection found in the System Volume Information folder is locked up in a system 
restore point and is no danger untill you use that restore point , if you allow Avast 
to delete or to quarantine it will most likely break the system restore function 
so going on the principle that an infected restore point can be in some cases beter 
than no restore points maybe leave well alone ?, if you must then by turning off 
system restore apply and ok it then turning it back on again in a short period will 
start system restore afresh and infection free
