Had same symptoms: just removed malware, machine worked for about a week, then found more malware, couldn't renew IP. It would release, but renew failed before timeout. Removed all traces of malware, ran sfc.exe, installed this fix. Disco. Thank you for posting this, if I hadn't seen it I would have ended up reinstalling.
