There can be more that just one bug that makes this happen. So the solution that
works for you may not serve in another inhalation.
MS says, in some odd way, there is more that one problem. The program was preloaded
by the maker of that PC. They may have used the wrong installer. So you need to put
this on their doorstep. Perhaps they may offer to re-install the whole thing using
updated versions of the programs and the installer.
