The only way that would have anything at all to do with Windows XP is in the case your system has been infected with by perverse kind of Denial Of Service thing from a some kind of malware.
Otherwise, your local ISP has it in for Dell, or there is a problem on the network. But that is not an issue you can fix in XP. Using a proxy is a fair workaround, but find one you trust.
