How to avoid going back to welcome window when idling

Hi, My OS is windows xp home. I have two user accounts in addition to Administrator and I want to keep fast switch/welcome window. The thing is I don't want windows to return to the welcome window automatically every time I was away for a while. I want to go to the welcome window manually by fast switching user. Is there anyway to achieve this? Tried googling but guess I didn't pick the right keywords. Thank you!
