Right -> Close in the taskbar doesn't work (sometimes)

Sometimes when I right click on an open program's taskbar button and click close, the program doesn't close and I hear the ding sound from windows (default beep). This is COMPLETELY random. Sometimes a program will close on the first try, sometimes I will click it 3 times in a row and it will finally close. Doesn't matter what program it is, or whether it's an open folder. VERY annoying. Noticed the problem when the computer was new out of the box. Still had the problem after re-imaging. I'm using a Gateway laptop with Windows XP Professional Tablet edition running.
