Just setting the mouse and keyboard properties via control panel didn't work. I went into System Properties | Hardware | Device Manager, which listed multiple instances of the keyboard and one or two mice that were no longer connected (a registry issue?). I cleared the "allow this device to bring my computer out of standby" box on these and presto! No more pesky fan on standby. May the Force be with you. Because you're worth it.
