What does it say when the installer window pops up? I don't see anything in that article that will probably solve your problem. The utility for fixing this problem is called the "Windows Installer Cleanup Utility" and can be downloaded from Microsoft's website. But you have to pay close attention to which application is trying to install when this problem occurs.
